It's not exactly cheap, but it's affordable: the Plateau is in Canada Place, overlooking Canada Square and they have very tasty Japanese food (it's not gourmet, though) and I found the prices to be very reasonable: 3 course set menus in the bar & grill are 20 pounds and at the restaurant they're 24 pounds.
