Yes, there is a blue shuttle bus that leaves for LOndon City airport from LIverpool street train station. a return ticket will cost you 12 pounds while a single one is half that price. First bus leaves at 6.30 am but on Sundays at 10.30 am. You'll get there in about half an hour.
